Chris is a partner with the firm’s West Chester, Pennsylvania office and has over 26 years of experience in real estate, land use and business law matters. Chris represents some of the nation's premier telecommunications companies, wireless providers and tower companies in zoning and leasing issues. His clients include developers, landowners and other commercial ventures in Pennsylvania, New Jersey, Delaware and Maryland who seek his practical counsel in a wide range of zoning, subdivision, land development, leasing, real estate transfer and condemnation matters. As an experienced litigator at the trial and appellate divisions of state and federal courts, he has prosecuted several federal Telecommunications Act claims and state land use appeals that resulted in successful outcomes for his clients and established a favorable precedent for the industry.

Chris’ foresight in developing hearing procedures that streamline the presentation of zoning applications has resulted in expedited approval for his telecommunications clients, allowing them to deploy their networks on-time and on-budget. Clients appreciate his commitment to understanding their complex business needs, his proactive response to the demands of their rapidly evolving industry, and his in-depth knowledge of the laws that regulate the industry.

In regard to telecommunications, Chris and his colleagues have successfully zoned and assisted with the leasing of more than 2,000 project sites for spec tower build-outs, network build-outs and deployment of ever-evolving platforms including LTE-Advanced, 5G, Rural Broadband FWA, and WiMAX, as well as low-latency, point-to-point MW and fiber backhaul deployment. More recently, Chris has been engaged in zoning and franchise negotiations involving small cell and DAS infrastructure which serves as the backbone for 5G networks. Chris has also been actively engaged at the state and local level in drafting and advocating for legislation to facilitate the deployment of advanced wireless services. He is a regular presenter on topics concerning legislative and regulatory matters affecting the wireless industry.

In addition to his work with the telecommunications industry, Chris has represented a broad range of national, regional and local developers. He has appeared before hundreds of municipalities across Pennsylvania, Delaware and New Jersey on behalf of private landowners and developers obtaining approvals, entitlements and enforcing private property rights. In addition, Chris has substantial experience litigating real estate appeals and civil actions before the courts and administrative agencies of those states. 

Chris is active in the Pennsylvania, New Jersey and Chester County Bar Associations. He presently serves as Treasurer of the Pennsylvania Wireless Association (PWA). Along with his strategic colleagues at the PWA, Chris was instrumental in recently forming the Pennsylvania Wireless Foundation, a 501(c)(3) charity devoted to facilitating education and vocational training of persons affiliated with the wireless industry. He presently serves as Treasurer of the Foundation.  

Outside the practice of law, Chris enjoys time with family and friends, including a couple of new grandchildren which keeps him running. He also enjoys outdoor activities like hiking, mountain biking and alpine and Nordic skiing, and always on the lookout for fresh powder. He also earns beer money playing fiddle for a soon-to-be-famous local bluegrass band.
